Botswana Oil Limited (BOL) is a state-owned enterprise established to ensure the security, efficiency, and sustainability of petroleum supply in Botswana. We play a vital role in strengthening the nation’s energy resilience and supporting citizen participation in the petroleum value chain.

Our Mandate

Botswana Oil Limited (BOL) was established to support the Government of Botswana’s goal of ensuring a secure and efficient fuel supply while promoting meaningful citizen participation in the petroleum sector.

As the National Oil Company of Botswana, BOL operates as a strategic transformation agent for the Government, advancing economic growth and energy security. The company is incorporated under the Companies Act of Botswana and is wholly owned by the Government, represented by the Ministry of Minerals and Energy (MME).

BOL’s core mandate is to:

  • Guarantee the security, efficiency, and reliability of petroleum supply and distribution across Botswana.

  • Manage and maintain Government-owned strategic storage facilities and petroleum reserves.

  • Facilitate active participation of citizen-owned oil companies in the petroleum value chain.

Through this mandate, BOL strengthens Botswana’s energy resilience and supports national development through an inclusive, sustainable petroleum industry.

Botswana Oil Limited (BOL) fulfils its strategic intent by implementing initiatives that strengthen national energy security and promote sustainable growth in the petroleum industry.

To achieve this, BOL focuses on:

Our Leadership

Mr. Meshack Tshekedi

Mr. Meshack Tshekedi

Chief Executive Officer
Meshack Tshekedi holds an MSc. in Engineering Management (University of Missouri) and a Bachelor of Science in Chemical Engineering and Economics (University of Missouri). He also holds a Certificate in Fundamentals of Supply Chain Management (Centurion Institute of Technology & Management).

Meshack’s career commenced when he joined Debswana Diamond Company as Junior Process Engineer in 2002 and was later engaged by Kgalagadi Breweries as Strategic Planning Manager.

He joined the Consultancy field in 2004 as a Consultant for X-pert Botswana. Meshack proceeded to Kgalagadi Breweries and Botswana Breweries where he held various posts including National Supply Chain Manager and Group Supply Chain Director.

He took up the role of General Manager for MRI Botswana in 2010. Meshack was appointed Group Supply Chain Director for SAB MillerAfrica – Zambian Breweries Group PLC (Zambian Breweries, National Breweries & Hendrics Beverages) in 2013.

Returning from Zambia, Meshack Tshekedi joined Botswana Oil Limited (BOL) as General Manager - Corporate Policy, Strategy and Business Planning in 2015.

He then joined Botswana Investment & Trade Centre (BITC) as Chief Operations Officer and later Ag. Chief Executive Officer.

Meshack is the current Chief Executive Officer of Botswana Oil Limited.
Ms. Olivia Ramaselwana

Ms. Olivia Ramaselwana

Chief Finance Officer
Olivia Kameungu Ramaselwana holds a Bachelor of Commerce Degree (Accounting) from the University of Botswana. She has a professional Accountancy qualification ACCA (FCCA) from the Financial Training College (United Kingdom) and is a fellow of the Botswana Institute of Accountancy (FCPA). She has over 20 years’ experience in Finance and 14 years of those in the Petroleum industry.

Olivia’s career started at Price Waterhouse in 1997 where she was engaged as a Trainee Auditor. She held various positions in the company and progressed to Senior Audit Assistant in 2000.

She joined BP Botswana in 2002 as a Business Analyst and held numerous positions in the company including Business Planning Analyst, Final Reporting Accountant, Assistant Finance Manager and Financial Controller. Olivia served on the Botswana Oil Industry Pricing Committee from 2005 – 2010. In 2011, she joined Puma Energy as a Financial Controller and proceeded to G4S Botswana in 2012 as a Financial Controller.

Olivia is currently the Chief Finance Officer at Botswana Oil Limited.
Ms. Latelang Chakalisa

Ms. Latelang Chakalisa

Chief Legal Officer
Ms. Latelang Chakalisa holds a Batchelor of Laws from the University of Botswana and a Post Graduate Diploma - Strategic Management (University of Derby). Ms. Chakalisa has over 17 years of experience in Regulatory Compliance, Corporate Governance, Legal Risk Management, and Company Secretarial Services Stakeholder Management. She started her career with the Attorney General’s Chambers under the Civil Litigation Department, and in 2007 she joined Stanbic Bank under the Credit Department. She then moved to the Botswana Stock Exchange as the Corporate Affairs Manager for a period of 7 years. In this position, she also served as a member of the Botswana Stock Exchange Listings and Trading Executive Committee.

Ms. Chakalisa currently serves as Chief Legal Officer for BOL.
Mr. Letshego Moeng

Mr. Letshego Moeng

Chief Strategy and Sustainability Officer
Letshego Moeng holds a Bachelor of Commerce in Business Systems Implementation and E-Commerce Management from Deakin University, Australia. He is a Chartered Management Accountant (CIMA, UK) and a graduate of the Senior Management Development Program at the University of Stellenbosch Business School.

With a career spanning various sectors, he has extensive experience in transformation, strategy management, privatisation (restructuring, mergers), project and performance management, corporate governance, financial consulting (tax), and system development.

He started his career in 2003 as a System Developer with Basenet Solutions and he later worked at BURS (VAT Auditor), Deloitte (Tax Consultant), Local Enterprise Authority (Resource Centre Coordinator), Public Enterprises Evaluation and Privatisation Agency), where he served in various roles and Botswana Power Corporation (Strategy and Transformation Manager - Executive).

Mr. Moeng now serves as the Chief Strategy and Sustainability Officer at Botswana Oil.
Mr. Tshepo Ramaselwana

Mr. Tshepo Ramaselwana

Chief Human Capital Officer
Tshepo Ramaselwana holds a Bachelor of Commerce in Human Resource Management and Industrial Psychology from Northwest University. He also completed a Postgraduate Certificate in Management from Henley Business School as well as a Post Graduate Diploma in Management from Northwest University.

He is a seasoned Human Resources professional with extensive experience spanning over 20 years in leading strategic people initiatives, driving organisational performance, and building high-performing cultures. Mr. Ramaselwana has served in key leadership roles across the petroleum, insurance, and mining industries.

His career started in 2005 as a Training Advisor at Baisago University College, then became an HR Assistant. He joined the Debswana Orapa mine as an HR Officer. Thereafter he joined Engen Botswana as HR Manager, after which he joined Botswana Oil Limited as HR Manager, a position he held for two years before joining Hollard Insurance as Group Chief of People.

In his current role, Tshepo Ramaselwana serves as Chief Human Capital Officer at Botswana Oil Limited, a position he assumed in September 2025.
Mr. Otto Keitumetse

Mr. Otto Keitumetse

General Manager – Operations
Otto Keitumetse holds a BEng in Electrical and Electronics from the University of Botswana and an Msc in Project Management from Wits University. With over twenty (20) years of experience in Electrical Engineering Business solutions and Mining, he has established a distinguished career.

Otto began his professional journey at AR Edwards an Associates as an Electrical Engineer. He then transitioned to ABB Botswana as a Project Engineer gaining valuable experience before joining Debswana as an Electrical engineer. Subsequently, Otto returned to ABB Botswana as a project engineer before returning once again to Debswana as a project engineer. In 2021 he was promoted to principal Electrical Engineer before eventually venturing into oil and Gas industry in September 2023.

Mr. Keitumetse currently serves as the General Manager – Operations at Botswana Oil Limited.
Mr. Onkutule Masima

Mr. Onkutule Masima

General Manager - Supply
Onkutule Masima has a master’s degree in Business Leadership (MBL) from the Business School of Leadership at the University of South Africa and a Bachelor of Accountancy (B. Acc) degree from the University of Botswana. He has also completed an Executive Development Program at the University of the Witwatersrand (WITS) Business School.

Onkutule’s career started in 1999 as a trainee in operations management and progressed in the field working for various Consumer Packaged Goods companies, including AVIS (Depot Manager), Kgalagadi Breweries Limited (National Planning Manager and Depot Manager), and Hemamo Group (General Manager), between 1999 and 2004. He then spent over 14 years at Mascom Wireless where he started as Commercial Manager and rose through the ranks to become Chief Commercial Officer, after leading Distribution, B2C and B2B commercial segments as well as developing and leading mobile money offering. In February 2019, Onkutule was appointed Country General Manager and Resident Director: Altron Botswana, ICT and Financial Hardware industry, a position he held until August 2022. He is the current General Manager Supply Botswana Oil Limited.

Botswana Oil Limited is a company incorporated under the Companies Act of Botswana. It is wholly owned by the Botswana Government, represented by the Ministry of Mineral Resources, Green Technology and Energy Security. The Company operates under defined governance and operating principles. 

In keeping with its vision “To be a significant player in the oil and gas industry”, BOL needs to be adequately prepared to fully assume this mandate. 

The Botswana Energy Regulatory Act confers upon the Botswana Energy Regulatory Authority (BERA) the authority to license any and all players in the petroleum sector (exploitation and production) as well as to regulate and approve tariffs. BOL adheres to these regulations in the delivery of its mandate.

The Future

To ensure efficiency of supply of petroleum products to Botswana, Botswana Oil Limited (BOL) will execute a product diversification strategy and implement various projects. These include but are not limited to:

  • Exploring Coal to Liquid (CTL) technologies as a means to attain Botswana’s fuel self-sufficiency.
  • Tshele Hill Storage Facility – 171 million litres facility to serve the southern part of Botswana.
  • Implementation of the Mobile Filling Stations (MFS) project to achieve equitable access of petroleum products in Botswana.
  • Expansion of the storage capacity of Francistown depot by 30 million litres to 95 million litres.
  • Construction of Ghanzi Depot – a 30 million litre facility to serve the western part of the country.
  • Implementation of Additive Infrastructure to meet customer needs as some potential customers additize their products hence the need to extend that service to them.
